About the Clerk - Scott Poyer

Scott Poyer was elected Clerk of the Anne Arundel County Circuit Court in 2018, bringing over 30 years of government experience, as well as his dedication to public service, his leadership abilities, and fiscal and strategic planning skills to the position.

He graduated from the United States Coast Guard Academy and earned Master’s Degrees from George Mason University in Economics and American College in Management. In addition to 20 years of military service with the Coast Guard in a variety of leadership positions, he also served in several senior roles in the Federal Government including as an Associate Administrator with the U.S. Department of Transportation.

He is a member of the Conference of Circuit Court Clerks, the Maryland Circuit Court Clerks' Association, and the Mid-Atlantic Association of Court Management. He serves on several Judiciary committees developing statewide policies for the Maryland Court system, including the Community Outreach Subcommittee of the Equal Justice Committee, the Domestic Law Committee, two Technology Subcommittees, and the Language Access Subcommittee. At the county level, he serves on the Criminal Justice Coordinating Committee, the Domestic Violence Coordinating Committee, and the Anne Arundel County Immigrant Affairs Commission.

Mr. Poyer and his wife have lived in Annapolis for well over 25 years. Their two children attended Anne Arundel County Public Schools and graduated from Annapolis High School.

About the Chief Deputy Clerk - Mary Katherine Fowler, Esq.

Mary Katharine Fowler joined the Anne Arundel County Circuit Court Clerk’s Office in 2019. She was a practicing attorney for over 20 years and brings her legal and court knowledge to the Clerk’s office.

She graduated from the University of Maryland with a Mass Communication Degree and received her law degree from the University of San Diego.

The Office of the Clerk of the Circuit Court for Anne Arundel County is a public institution rich in tradition and history of the State of Maryland. The Clerk of Court is one of the oldest public offices in our state and dates back as far as 1658 to the first Maryland settlement. The duties of the judges at the state trial court level were so compelling that the Clerk's Office was established as an independent keeper of the records and to maintain the integrity of the records in a safe and impartial manner; and in doing so, to serve the people. The Clerk of the Circuit Court is an elected Constitutional officer of the State of Maryland.
